Your regional Committee has received a number of letters and emails of concern and complaint from our members regarding letters received from both the Ethekwini Supply Chain Management and the Architecture Department, notifying CONTRACT CSA 1893 tenderers of tender termination.
Our KZNIA Exco met this morning to discuss the issue and Kevin Bingham has been in contact with the Architectural Department to seek clarity on the issues involved. The Architecture Department has requested a meeting with the KZNIA Exco on Friday 4 July 2014.
We have been made aware that some practices reportedly did not received both notifications. There is also a possibility some received neither. We are therefore concerned that some tenderers may not be aware that this notice has been issued and that, should they wish to appeal to the Municipal Manager, they have 14 days to do so. We calculate that the closing date for appeals is Friday 4 July 2014. Please note that this appeal process is only open to tenderers and that the KZNIA will therefore not be appealing, but are in the process of seeking a way forward through meetings with the Municipality to establish reasons for the termination, to propose a way forward for this and similar projects of such critical importance to our City, and seek, as a matter of principle, to ensure that our members do not have a similar experience in the future.
We will be requesting that the Municipality ensures confirmation that all tenderers have been reached, and that the date for appeals is extended by 7 days from such confirmation.
